As in Windows 8 it seems like the Windows Operating System can not be started without being registered at Microsoft. But that is only at first sight - or maybe at second as well.
If you set up another user account to use the local machine you go to "PC Settings" and click "Add User".
You can jump over the page that says: "What email address would this person like to use to sign in to Windows?". That looks like you would do have to have an email address registered at Microsoft. But you don't6 have to have one and you don't have to get one to get Windows running.
If you look down at that window you will find the link "Sign in without a Microsoft account (not recommended)".
Just click there and you see the next page - telling you what you will miss when not using a MS account...
And there is a button to set up a local account:
Just use this one to run the user setup with local name and password.
